[{"title": "Presidential Economic Advisory Council Discusses Fiscal Sustainability and Financing of Critical Infrastructure", "time": null, "end_time": null, "summary": "Vice President Mr. Sebastien Pillay, on behalf of President Dr. Patrick Herminie, chaired the fifth session of the Presidential Economic Advisory Council (PEAC) today, focusing on Seychelles' fiscal outlook, debt sustainability and the financing of critical infrastructure projects. Secretary of State for Finance Mr. Patrick Payet presented the Government's Economic and Fiscal Outlook for 2026–2030, outlining economic growth projections, public finances, debt developments and planned investments. The presentation highlighted significant infrastructure requirements, including the proposed new national hospital, port expansion and rehabilitation, airport redevelopment, and investments in public utilities and renewable energy, several of which have yet to be incorporated into the medium-term fiscal framework. A central focus of the discussions was the existing debt-to-GDP target of 50%, with several Council members expressing concern that the target constrains Government's capacity to finance critical infrastructure. Members proposed examining greater flexibility within the debt framework to accommodate productive investment, while safeguarding long-term fiscal sustainability. The Council emphasised that debt sustainability should not be assessed solely on the basis of the debt-to-GDP ratio, but through a broader range of economic and fiscal indicators, including debt-servicing capacity, Government revenue, borrowing costs, economic growth prospects and resilience to external shocks. Members stressed that any additional borrowing must be supported by a credible financing and repayment strategy, demonstrating the expected economic returns and a sustainable debt trajectory. In this context, members proposed the development of a comprehensive, long-term economic growth and investment framework extending beyond the traditional five-year planning horizon. Discussions also highlighted the importance of tax and institutional reforms, improving the ease of doing business, strengthening private sector investment and exploring alternative infrastructure financing mechanisms. Members further underscored the interconnected nature of fiscal policy, monetary and financial stability, and the wider economy, highlighting the need for a coordinated approach to economic planning and development. In his closing remarks, Vice President Pillay reiterated the Government's ambitious development agenda, extending beyond the current five-year period. He emphasised the Government's commitment to creating greater opportunities for the private sector to invest, expand and contribute more meaningfully to economic growth. He further underscored the importance of harnessing private sector investment and economic development to advance the country's long-term development priorities and social transformation agenda, while maintaining fiscal and financial stability.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7301/presidential-economic-advisory-council-discusses-fiscal-sustainability-and-financing-of-critical-infrastructure", "category": "News", "published_at": "2026-10-16T00:00:00+00:00", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Source publication timestamp", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-10-16T00:00:00+00:00", "revision_recorded_at": "2026-10-16T11:25:38+00:00"}]

In his introductory remarks, the Chairperson of the Association, Mr Dominique Sabino, thanked President Herminie for his support and introduced the members of the team. He explained that the Association’s main aim is to promote the University of Seychelles and encourage more students to pursue their studies at the institution. The Association brings together young professionals who have completed their studies at the University at master’s, degree and diploma levels. It currently has approximately 158 registered members. With the University having approximately 3,000 alumni, the Association is working to attract more graduates from diverse professional fields to participate in its activities and contribute their knowledge and experience. Discussions also focused on the potential for Seychelles to serve as a living laboratory for students pursuing environmental studies. As an island nation committed to environmental protection, Seychelles offers opportunities for practical, outdoor learning and research. The possibility of improving accommodation arrangements for international students was also discussed as part of efforts to attract more students to the University. Looking ahead, Mr Sabino outlined the Association’s priority areas for its 2027 calendar of activities. These include student support, mentorship and career opportunities, sustainability initiatives, and wellness. He explained that wellness would be approached holistically, extending beyond physical health to encompass other aspects of personal well-being. The Association is currently finalising its programme of activities, which will be published on its website https://uniseyalumni.org once completed. It also hopes to expand its membership by encouraging more alumni, particularly those working in diverse professional fields, to join and contribute to its initiatives. Mr Sabino also shared details of the Association’s first-anniversary celebrations, marked by the successful organisation of the UniSey Alumni Gala on 3 October at La Brio Lounge. The event brought together approximately 70 guests, including alumni and partners, to celebrate the Association’s journey and strengthen connections among graduates. For his part, President Herminie welcomed the initiative taken by young professionals to organise themselves and develop activities that can benefit both current students and graduates. He expressed his willingness to support the Association, both in his capacity as President of the Republic and as Chancellor of the University of Seychelles. Also present during the courtesy call were the Association’s Vice-Chairperson, Ms Corinne Adolphe; Treasurer, Mr Ramgie Pillay; and Secretary, Ms Shannon Francis. The Tenth Session of the SIDS DOCK Assembly was held on Thursday in a hybrid format, bringing together representatives of Small Island Developing States to discuss shared priorities and strengthen cooperation on energy and climate-related challenges. President Herminie was elected by acclamation following his nomination to lead the Assembly for the 10th session. The Assembly also elected H.E. Lord Fatafehi Fakafānua, Prime Minister of Tonga, and H.E. Mr John Briceno Prime Minister of Belize as Vice Presidents representing the Pacific and Caribbean regions respectively. In his remarks, President Herminie thanked H.E. Feleti Teo, Prime Minister of Tuvalu, for his leadership as President of the Ninth Session of the SIDS DOCK Assembly and acknowledged the work carried out during his tenure. He also reaffirmed Seychelles’ commitment to working with SIDS DOCK member states and partners to advance shared priorities in sustainable energy, climate resilience and sustainable development. President Herminie was accompanied during the discussions by the Minister for Environment, Climate, Energy and Natural Resources, Ms Marie-May Jeremie, who also participated in the exchanges with representatives present. SIDS DOCK is an international organisation created by Small Island Developing States to help address some of the challenges common to island countries, particularly energy security, climate change and sustainable development. It provides a platform for SIDS to work together, share knowledge and technology, and connect with international partners and potential sources of financing for sustainable energy projects. For Seychelles, its participation in SIDS DOCK provides an opportunity to strengthen cooperation with other island states and international partners, access technical expertise and support, and advance solutions suited to the country’s energy and climate priorities. The organisation’s growing focus on ocean-based energy is also particularly relevant to Seychelles as an island nation with a large ocean territory. He further emphasised the importance of climate justice, including equitable access to financing and reforms to the international financial architecture to better respond to the needs and vulnerabilities of developing countries. The Secretary-General commended Seychelles for its principled and consistent leadership on climate issues and its longstanding advocacy on behalf of SIDS, reaffirming the United Nations’ solidarity with vulnerable states facing the disproportionate impacts of climate change. President Herminie welcomed the progress being made under the UN80 Initiative and reaffirmed Seychelles’ support for a more effective and responsive United Nations. He stressed, however, that reform efforts must strengthen the Organisation’s capacity to deliver on its mandates and respond meaningfully to the needs of Member States, particularly SIDS. The President also welcomed recent development in the operationalisation of the Multidimensional Vulnerability Index (MVI), describing it as an important tool for ensuring that vulnerability is more accurately reflected in development financing frameworks. He called for its broader adoption by Multilateral Development Banks, International Financial Institutions and development partners. The discussion also addressed the growing pressures on vulnerable economies in an increasingly complex global environment. President Herminie expressed concern over the diversion of resources towards conflicts at a time when greater investment is required to tackle the climate crisis and advance sustainable development objectives. Reaffirming Seychelles’ unwavering commitment to multilateralism, the President underscored the importance of international cooperation, adherence to international law and respect for the principles of the United Nations Charter in addressing shared global challenges. Petr Pavel on the margins of the 81st Session of the United Nations General Assembly in New York. The meeting provided an opportunity for the two leaders to discuss avenues for strengthening cooperation between Seychelles and the Czech Republic, with particular attention to areas where Czech expertise and technology could support Seychelles’ development priorities. President Pavel highlighted the potential for Czech companies to explore opportunities in Seychelles in sectors including agriculture, transport, smart city solutions and water management. He noted that Czech businesses have experience in providing tailored solutions in different countries and expressed the view that cooperation could be based on partnerships, technology transfer and the involvement of small and medium-sized enterprises. He emphasised that the role of government is to help open opportunities for businesses from both countries to connect and identify areas where they can work together, while ensuring that cooperation responds to the specific needs of each country. The two Presidents also discussed opportunities for greater cooperation in training and education. President Pavel described education as an important bridge between countries and highlighted the longstanding links created through students from different African countries who studied in the former Czechoslovakia and the Czech Republic. President Dr Patrick Herminie took the opportunity to express Seychelles’ interest in deepening cooperation between the University of Seychelles and Czech universities, including Charles University, through academic exchanges, joint research and short-term placements. He noted that areas of mutual interest could include medicine, environmental science, aquatic ecosystems, biodiversity and climate resilience. The discussion also touched on areas of specialised training, including the Czech Republic’s experience in training service dogs, with the possibility of exploring opportunities for exchanges and cooperation in this field. On international cooperation, President Pavel underlined the Czech Republic’s support for strong international institutions and a rules-based international system, including the role of the United Nations in providing a framework for cooperation among countries. He also informed President Herminie of the Czech Republic’s intention to present its candidacy for a non-permanent seat on the United Nations Security Council for the 2032–2033 term and expressed his country’s interest in Seychelles’ support. The talks also provided an opportunity to reflect on the historical links between the Czech Republic and Seychelles, including the presence of Seychellois and Czech nationals who have contributed to exchanges between the two countries over the years. Both sides expressed the view that there is scope to further develop relations between Seychelles and the Czech Republic, particularly through business partnerships, education, training and the exchange of expertise. Addressing the General Debate of the 81st Session of the United Nations General Assembly in New York, President Herminie reaffirmed Seychelles’ commitment to peace, dialogue and a rules-based international order, stressing that geopolitical divisions cannot be addressed through isolationism. “Seychelles is a friend to all, and an enemy to none,” the President said, reaffirming the country’s policy of non-alignment and its commitment to principled diplomacy, mutual respect and international law. President Herminie stressed that peace remains the foundation for sustainable development, calling for an end to the normalisation of conflict and for international law to be applied equally to all. He also highlighted the importance of maritime security and freedom of navigation, particularly for small island states whose economies are heavily dependent on the oceans. The President called for reform of the United Nations Security Council to better reflect today’s geopolitical realities. He reaffirmed Seychelles’ support for Africa’s common position that the continent should have no fewer than two permanent seats on the Security Council, with full prerogatives, including the veto for as long as it exists. Reflecting on Seychelles’ 50 years of independence, President Herminie emphasised that “size does not define sovereignty, and geography does not diminish dignity,” noting that all nations have an equal right to sovereignty, territorial integrity and national dignity. He further highlighted the challenges faced by Seychelles and other Small Island Developing States, including transnational organised crime, drug trafficking, illegal, unreported and unregulated fishing and the growing impacts of climate change. On climate action, the President stressed that for Seychelles, climate change is not a future concern but a daily reality threatening infrastructure, livelihoods and the country’s territory. He called for greater climate ambition, increased access to finance and the full implementation of mechanisms that recognise the particular vulnerabilities of small island states. He also called for affordable and accessible long-term financing, meaningful debt relief and the full implementation of the Multidimensional Vulnerability Index, stressing that GDP per capita alone does not adequately reflect the realities and vulnerabilities of SIDS. Turning to emerging technologies, President Herminie highlighted both the opportunities and risks presented by artificial intelligence, calling for global digital governance grounded in human rights, ethical standards and international law. Concluding his address, the President called on Member States to restore trust by upholding international law, reforming global governance institutions, delivering equitable climate and development finance, and protecting the world’s oceans and climate. “Let us restore trust. Let us manage transformation. And together, let us build a United Nations that truly delivers for every nation and every human being,” President Herminie said. The United Nations General Assembly, which brings together all 193 UN Member States, provides the principal global forum for countries to discuss international issues, share national priorities and work towards collective solutions. The annual General Debate gives Heads of State and Government an important platform to present their countries’ positions and priorities to the international community. During discussions with President of the World Bank Group, Mr Ajay Banga, the President welcomed the World Bank Group’s new Small States Strategy and expressed Seychelles’ interest in working closely with the Bank to translate the strategy into practical results for the country. President Herminie emphasised that while Seychelles has achieved high-income status and has undertaken significant economic reforms, GDP per capita alone does not fully reflect the vulnerabilities faced by small island states, including exposure to climate change, external economic shocks and the limitations associated with a small domestic market. He proposed that Seychelles could serve as an early pilot for the application of non-GDP measures of vulnerability in determining access to development financing, its allocation and terms. He also called for concrete progress in this area by the 2027 Spring Meetings, including through the Small States Forum. A key focus of the discussion was the need to diversify Seychelles’ economy and create new opportunities beyond its traditional economic base. On this matter, Mr Banga highlighted the importance of digitalisation as one avenue through which Seychelles can overcome some of the constraints associated with its size and geographic isolation. Mr Banga also spoke about the potential of what he described as “small AI” practical, everyday predictive tools that can help make specialised knowledge more accessible. He explained that such tools could, for example, support healthcare workers in identifying conditions where specialist expertise may not be immediately available, or assist farmers in identifying diseases affecting crops and determining appropriate responses. President Herminie outlined Seychelles’ interest in strengthening private-sector participation in the next phase of its economic development. He proposed the creation of a coordinated World Bank, International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) investment pipeline for Seychelles, identifying between three and five bankable projects. Priority areas identified by Seychelles include renewable energy and storage, digital infrastructure and services, resilient tourism and other sectors capable of generating employment. Mr Banga expressed support for greater collaboration on renewable energy, noting the importance of accelerating Seychelles’ transition towards renewable sources to strengthen energy security and reduce exposure to external shocks. He indicated that the World Bank has experience supporting renewable energy projects, including frameworks for private-sector participation and power purchase arrangements. Tourism was discussed within this wider economic diversification and investment framework. President Herminie presented Seychelles’ proposal to establish a Centre of Excellence in Sustainable and Resilient Tourism, with the potential to serve other Small Island Developing States. On that point, the Minister for Environment, Climate, Energy and Natural Resources, Ms Marie-May Jérémie, noted that Seychelles is currently working on a pilot project to transform La Digue into a 100% renewable island. He proposed that Seychelles and the World Bank Group undertake a joint feasibility and business-model exercise by December 2026, with the aim of having a concept ready for the 2027 Spring Meetings. Mr Banga expressed interest in exploring the proposal, particularly its potential to strengthen hospitality training and skills development, while also noting that tourism investment should be considered as part of a wider ecosystem encompassing energy, digital services, infrastructure and connectivity. Another area raised by President Herminie was protection against external shocks. Given Seychelles’ exposure to global economic and climate-related disruptions, he proposed working with the World Bank and the Central Bank of Seychelles to identify pre-arranged and rapidly disbursing financing instruments that could be activated in the event of major fiscal or balance-of-payments shocks. The proposed review would examine the triggers, speed of access, costs and debt implications of such instruments, with a view to completing the work by the end of 2026. President Herminie also took the opportunity to highlight that Seychelles wants its partnership with the World Bank Group to increasingly move from analysis towards implementation, investment and tangible results. He also positioned Seychelles as a potential testing ground for solutions that could subsequently benefit other small states facing similar structural vulnerabilities. The President was accompanied at the meeting by members of the Seychelles delegation, as well as Mr Zarau Wendeline Kibwe, Executive Director at the World Bank in Washington, D.C., and Mr Bertrand Belle, Advisor to the Executive Director. [{"title": "Seychelles and Tajikistan Strengthen Relations with Visa Waiver Agreement", "time": null, "end_time": null, "summary": "President Dr Patrick Herminie witnessed the signing of a Visa Waiver Agreement between the Government of the Republic of Seychelles and the Government of the Republic of Tajikistan, aimed at strengthening the friendly relations between the two countries while facilitating the movement of their citizens. The Agreement was signed by Seychelles’ Minister for Foreign Affairs and Diaspora, Mr Barry Faure and the Minister of Foreign Affairs of the Republic of Tajikistan, H.E. Mr Sirojiddin Muhriddin, on the margins of the 81st Session of the United Nations General Assembly in New York. Under the Agreement, citizens of Seychelles and Tajikistan holding valid diplomatic, service, official or ordinary passports will be exempt from visa requirements when travelling to the territory of the other country for short stays. Each visit may be for up to 30 days, with the cumulative duration of stay not exceeding 90 days within a calendar year. The Agreement provides a framework for easier movement between Seychelles and Tajikistan and is intended to support stronger people-to-people links, as well as promote trade and economic development between the two countries. Following the signing, President Herminie and the two Ministers discussed opportunities to build on the agreement through increased cooperation in tourism, trade, education and connectivity. Tourism was highlighted as an area with significant potential. Tajikistan expressed interest in learning from Seychelles’ experience in developing its tourism industry, while presenting opportunities for Seychellois visitors to discover the country’s mountainous landscapes, lakes, glaciers and growing ecotourism sector. The two sides also discussed the potential for greater tourist exchanges, taking advantage of the different seasons and tourism offerings of the two countries. The discussions further explored opportunities to strengthen air connectivity and create better links between the two countries, which could support tourism, trade and wider economic exchanges. Education was also identified as an area for further cooperation, with discussions on possible exchanges between universities and opportunities for students from the two countries to study and gain experience in each other’s institutions. The Visa Waiver Agreement follows discussions initiated earlier this year during a bilateral meeting between Seychelles’ Minister for Foreign Affairs and the Diaspora, Mr Barry Faure, and his Tajik counterpart during Minister Faure’s overseas mission to Tajikistan in late April. The agreement now provides a formal framework for facilitating travel and creating opportunities for expanded cooperation between Seychelles and Tajikistan. President Herminie and Minister Muhriddin also reaffirmed the importance of continued cooperation and mutual support within the United Nations and other international organisations. The signing of the Visa Waiver Agreement, together with the discussions on tourism, trade, education, health and connectivity, provides further avenues for Seychelles and Tajikistan to deepen their bilateral relations and develop practical exchanges that can benefit both countries.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7274/seychelles-and-tajikistan-strengthen-relations-with-visa-waiver-agreement", "category": "News", "published_at": "2026-09-23", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Legacy publication-date grouping; original timestamp unavailable", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-09-23T00:00:00+00:00", "revision_recorded_at": "2026-10-04T07:26:57+00:00"}]

CEO of the APRM, Marie Antoinette Rose Quatre, briefed President Herminie on the progress towards the official launch of Africa Credit Rating Agency (AfCRA), is expected to be launched on 7 October in Mauritius. She explained that the initiative has been developed as an independent, private-sector-driven entity, with the aim of providing an African perspective on the assessment of sovereign and corporate creditworthiness. Dr Misheck Mutize, Lead Expert on Credit Ratings at the APRM, said the initiative forms part of a broader effort to ensure that African capital is more effectively directed towards productive investment on the continent. He highlighted the significant pool of African capital held through sovereign wealth funds, pension funds and asset management institutions, estimated at around US$4 trillion, and noted that much of this capital is currently invested outside Africa. According to Dr Mutize, Africa Ratings is intended to contribute to efforts to keep more African capital working within Africa, supporting investment in sectors such as healthcare, energy, mining and infrastructure. He also highlighted the importance of developing African-led approaches to credit assessment alongside the existing international credit rating agencies. The discussions further touched on the APRM’s evolving role in supporting member states to strengthen their economic and governance systems. This includes helping countries improve the quality of statistics, institutional capacity, regulatory frameworks, financial systems and the overall environment for doing business, with the aim of strengthening their ability to access international capital and investment. President Herminie was also briefed on the APRM’s work in e-governance, artificial intelligence and digital transformation, areas which align with his commitment in his manifesto to advance digital governance. The APRM proposed that Seychelles host a continental chapter of its e-governance initiative in 2027, bringing together government representatives, the private sector and technology leaders to discuss practical approaches to managing emerging technologies and using digital tools to strengthen human capital and public services. Looking ahead, the APRM also discussed opportunities for Seychelles to host and participate in more of its continental initiatives, particularly those bringing government and the private sector together. The proposed 2027 continental chapter would create a space for business leaders, financial institutions, technology experts and government representatives to have practical discussions on investment, regulation, governance and the use of technology, with Seychelles providing a platform for these conversations. President Herminie welcomed the proposals and expressed appreciation for the APRM’s engagement with Seychelles, particularly in areas that support good governance, investment, technology and institutional development. The Seychelles delegation included Minister for Foreign Affairs and the Diaspora Mr Barry Faure, the Permanent Representative of Seychelles to the United Nations and Ambassador to the United States, Ms Vivienne Fock Tave, and Chief of Staff Ms Jenifer Vel.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7273/seychelles-and-aprm-discuss-africa-ratings-investment-and-digital-governance", "category": "News", "published_at": "2026-09-23", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Legacy publication-date grouping; original timestamp unavailable", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-09-23T00:00:00+00:00", "revision_recorded_at": "2026-10-04T07:26:57+00:00"}]

Held at the Harvard Club of New York on the sidelines of the 81st Session of the United Nations General Assembly, the symposium formed part of a series of high-level engagements convened and supported by the African Peer Review Mechanism (APRM), the premier governance institution of the African Union, with AU Member States and international partners during the UN General Assembly’s 81st High-Level Week. It brought together political leaders, representatives of the World Bank, development finance institutions, the private sector and continental institutions, including representatives working on infrastructure and energy within the African Union. The discussions were held under the theme “Building the Next Frontier of Africa’s Digital Economy,” bringing together perspectives on how digital transformation, infrastructure, investment, energy and continental integration can contribute to Africa’s economic development. The gathering also brought together H.E. Ambassador Marie-Antoinette Rose Quatre, CEO of the APRM Continental Secretariat, and H.E. Ambassador Selma Malika Haddadi, Deputy Chairperson of the African Union Commission. In his intervention, President Herminie said Africa’s next digital frontier must be built at the intersection of infrastructure, energy, integration and innovation, stressing that these elements can no longer be treated separately. He pointed to Africa’s growing adoption of digital financial services and continental payment systems as examples of how innovation can support economic integration. He also stressed that digital transformation must be backed by reliable infrastructure and energy, noting that millions of Africans remain without access to electricity and connectivity. He called for stronger links between energy, digital infrastructure, national systems and continental markets, with governments, continental institutions, development finance institutions and the private sector working together to mobilise investment and drive innovation. Speaking from the perspective of Seychelles as a Small Island Developing State, President Herminie highlighted the importance of connectivity and market access in overcoming the limitations of distance and scale. He pointed to Seychelles’ progress in digital government and digital payments, as well as the licensing of Starlink, as examples of how technology can expand opportunities for communities across the country’s 115 islands. The President also highlighted the importance of the African Continental Free Trade Area (AfCFTA), noting that digital platforms, efficient customs systems and reliable infrastructure are essential to enabling African businesses to participate more effectively in continental markets. In her contribution, Ambassador Rose Quatre highlighted the changing relationship between technology, employment and Africa’s growing population. She noted that digital technologies are creating new opportunities, including through remote work, while advances in artificial intelligence are also reshaping labour markets. She stressed the need for investment in education, healthcare, infrastructure, skills and economic opportunities to ensure that Africa’s demographic growth translates into sustainable development. Ambassador Haddadi also addressed the gathering, highlighting the importance of bringing together political leadership, continental institutions, development finance and the private sector to advance Africa’s economic transformation. The event concluded with two panel discussions exploring the opportunities and challenges shaping Africa’s digital transformation. The first Panel featured Seychelles’ Minister for Finance, National Planning and Trade, Mr Pierre Laporte. The second panel featured Mr Jean-Paul Adam, representing the United Nations Economic Commission for Africa (UNECA), and continued discussions on Africa’s digital development and economic transformation.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7265/president-herminie-highlights-seychelles-perspective-on-africas-digital-future", "category": "News", "published_at": "2026-09-22", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Legacy publication-date grouping; original timestamp unavailable", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-09-22T00:00:00+00:00", "revision_recorded_at": "2026-10-04T07:26:57+00:00"}]

[{"title": "Beneath Our Waters: Why Seychelles Needs a Hydrographic Office", "time": null, "end_time": null, "summary": "Cabinet has approved the establishment of the Seychelles Hydrographic Office (SHO) within the Seychelles Maritime Safety Authority (SMSA), creating a dedicated national framework to better understand and manage Seychelles’ vast maritime domain. State House Press caught up with SMSA Chief Executive Officer Captain Daniel Adam to learn more about hydrography and its role in safer navigation, search and rescue, marine planning and the Blue Economy. Why do we need such a dedicated office? The Seychelles Hydrographic Office is a specialised department within SMSA that brings together hydrographic information from across government and from international partners. Its role is to coordinate, manage and preserve that information as a national asset and make it available to the agencies that need it, whether for navigation, search and rescue, marine planning, environmental management or other maritime activities. More broadly, hydrography helps us understand the ocean that surrounds us. If maps help us understand the land, hydrography helps us understand the sea. As Seychelles continues to develop as an ocean state, that knowledge becomes increasingly important for safety, the Blue Economy and national decision-making. So, in simple terms, we are essentially mapping and understanding what lies beneath and within our waters? Exactly. It is about building our knowledge of the maritime environment. That includes the depth and shape of the seabed and other information that allows us to better understand and safely use our waters. Seychelles has a vast maritime territory. How much do we currently know about our seabed and waters, and are there areas that still need to be properly surveyed? Seychelles’ hydrographic story began long before independence and even before permanent settlement. The islands appeared on early charts centuries ago, and the first recorded hydrographic surveys of Seychelles waters took place in 1742. Much of the information that still underpins our charts today originates from surveys carried out before independence, primarily by the British Admiralty. More recently, a major hydrographic survey completed in 2024 through a partnership with the UK Hydrographic Office generated around four terabytes of data and mapped approximately 650 km² of waters around Mahe, Praslin and La Digue. While that was a significant achievement, it also highlights the scale of the challenge. Seychelles has a maritime domain of around 1.4 million km², meaning the survey covered less than 0.05% of that area. The reality is that hydrography is never finished. Some areas have modern survey coverage, while others still rely on older information and would benefit from further surveying. The role of the Seychelles Hydrographic Office is to coordinate, manage and continuously improve our understanding of the maritime domain as new data becomes available. Less than 0.05% sounds extremely small. Does that mean there is still a great deal about our waters that we do not know in sufficient detail? Yes, and that is why this has to be viewed as a continuing process. Seychelles has an enormous maritime domain compared with its land area. Surveying all of it to modern standards cannot happen overnight. What is important is identifying priorities and progressively improving the information available to us. Would Seychelles be able to carry out more hydrographic surveys locally? Seychelles has obligations under international maritime conventions, including SOLAS Chapter V and UNCLOS, to ensure that appropriate hydrographic information is available to support maritime safety. We meet those responsibilities through a combination of national capability and agreements with other States and international organisations. The important point is that the data collected within Seychelles’ maritime domain remains a sovereign national asset. Whether information is gathered directly by Seychelles or through partnerships, the Seychelles Hydrographic Office will coordinate, manage and maintain that information on behalf of the country. Over time, our understanding of the maritime domain will continue to improve through a combination of traditional hydrographic surveys, satellite-derived bathymetry, remote sensing, crowd-sourced bathymetry and other emerging technologies. The goal is to progressively build a more complete picture of Seychelles’ waters and seabed while ensuring that the knowledge remains available to support navigation, search and rescue, environmental protection, marine planning and the Blue Economy. So Seychelles does not necessarily have to survey every part of its waters using traditional methods? No. Technology is changing the way hydrographic information can be gathered. Traditional surveys remain important, but satellite-derived bathymetry, remote sensing and other emerging technologies can complement those surveys. International cooperation also remains important, particularly given the sheer size of Seychelles’ maritime domain. Beyond navigation and safety, how will this office contribute to Seychelles’ Blue Economy and the sustainable use of our marine resources? Modern hydrography extends far beyond maritime safety. It is increasingly about marine information and understanding the maritime domain as a whole. As new standards and technologies emerge, hydrographic information can be combined with environmental, meteorological and geospatial data to provide a more complete picture of our ocean space. This supports marine spatial planning, fisheries management, environmental protection, climate change adaptation and sustainable economic development. It also strengthens search and rescue operations by providing better information about our waters and maritime environment, while supporting our tourism and maritime sectors through more accurate and reliable marine information. Better information leads to better planning, better decision-making and greater confidence in the safe and sustainable use of our maritime domain. Ultimately, the Hydrographic Office helps transform data about the ocean into knowledge that supports the Blue Economy and helps Seychelles make informed decisions about how we use, protect and manage our marine resources for future generations. So this is not simply about producing better charts for ships? Not at all. Navigation is an important part of hydrography, but the information has much wider applications. It can support fisheries, environmental protection, search and rescue, tourism, marine spatial planning, climate adaptation and decisions about how Seychelles sustainably develops its ocean space. Now that Cabinet has given its approval, what happens next? When do we expect the office to be fully operational? Cabinet approval formalises the Seychelles Hydrographic Office as a specialist department within SMSA and also provides for the establishment of the National Hydrographic Committee. The next steps are to strengthen the structures needed to coordinate hydrographic activities, manage national hydrographic data, support partnerships and continue developing capability over time. So, does that mean the Hydrographic Office is already operating? Hydrography is not a project with a fixed end date, but an ongoing national capability that will continue to grow as new data, technologies and requirements emerge. Rather than focusing on when it will be fully operational, it is better to see it as a long-term programme. We are continuously improving our understanding of the maritime domain, whether through hydrographic surveys, satellite-derived bathymetry, emerging technologies, international cooperation or the management of existing data. The office will evolve alongside those developments. The important development is that Seychelles now has a dedicated national framework to coordinate, manage and preserve hydrographic information as a sovereign national asset for the benefit of current and future generations.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7258/beneath-our-waters-why-seychelles-needs-a-hydrographic-office", "category": "News", "published_at": "2026-09-15", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Legacy publication-date grouping; original timestamp unavailable", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-09-15T00:00:00+00:00", "revision_recorded_at": "2026-10-04T07:26:57+00:00"}]

Ms Nangula F. Ithete as Namibia’s High Commissioner to Seychelles. Ms Ithete presented her credentials to President Dr Patrick Herminie at State House, where the two discussed the historical ties between Seychelles and Namibia and opportunities to expand cooperation in areas of mutual interest. President Herminie welcomed the High Commissioner and said he is encouraged by her enthusiasm and commitment to working closely with Seychelles during her tenure. The President reflected on the strong historical ties between the two countries, noting that the friendship between Seychelles and Namibia predates the establishment of diplomatic relations in 1991. Seychelles maintained close ties with Namibia’s founding President, the late Dr Sam Nujoma, during the country’s struggle for independence. Discussions focused on strengthening cooperation in fisheries, aquaculture and the Blue Economy, including sustainable ocean governance, fisheries management and maritime security. Opportunities for greater collaboration in maritime surveillance, fisheries enforcement and capacity-building were also explored. Health was another area identified for closer cooperation, particularly through the exchange of professionals, training and capacity-building. The two sides also discussed renewable energy, including opportunities for Seychelles to benefit from Namibia’s experience and expertise in emerging areas such as green hydrogen. Sport also featured in the discussions, with possibilities for exchanges in coaching, training and youth development, including opportunities to draw on Namibia’s experience in rugby and other sporting disciplines. The President further highlighted the importance of strengthening cooperation through regional and international organisations, particularly the African Union and the Southern African Development Community. Following her meeting with President Herminie, the High Commissioner-designate also met with Vice-President Sebastien Pillay, with discussions focusing on education, tourism, parliamentary diplomacy and the exchange of expertise between the two countries. Vice-President Pillay also expressed interest in Namibia’s extractive industry and sought insight into the country’s mining sector, including foreign ownership and participation. The discussions provided an opportunity to exchange perspectives on Namibia’s experience in developing and managing the sector. Tourism was identified as another area with potential for closer cooperation, particularly through the exchange of expertise and experience between the two countries. Education also featured as an avenue for further collaboration and knowledge-sharing. Parliamentary diplomacy formed part of the discussions, with both sides recognising the potential for closer engagement between the legislative institutions of Seychelles and Namibia. Ms Ithete’s extensive parliamentary experience was also highlighted during the exchange. The meetings reaffirmed the close historical relationship between Seychelles and Namibia while placing greater emphasis on translating those ties into practical cooperation across sectors that can deliver mutual benefits for both countries.", "location": null, "press_status": null, "source_url": "https://statehouse.gov.sc/news/7254/seychelles-and-namibia-look-to-turn-historical-ties-into-stronger-cooperation", "category": "News", "published_at": "2026-09-14", "updated_at": null, "event_date": null, "timezone": null, "timezone_basis": "unknown", "timezone_evidence": null, "source_adapter": "rss", "source_tier": "official_government", "date_evidence": "Legacy publication-date grouping; original timestamp unavailable", "location_evidence": null, "subject_countries": [], "incoming_publication_at": "2026-09-14T00:00:00+00:00", "revision_recorded_at": "2026-10-04T07:26:57+00:00"}]
