The delegation was led by Pastor Ntep Ntep\, President of the Seventh-day Adventist Mission\, accompanied by Pastor Theophile Tefison\, Executive Secretary\; Mr Hugh Watts\, Chief Financial Officer\; and Mr Garry Woodcock\, a theology student preparing for pastoral ministry. Discussions focused largely on the role strong families can play in addressing some of the social challenges affecting Seychelles\, particularly drug abuse\, and on how the Church can complement national efforts through prevention\, family support and community-based initiatives. Among the initiatives discussed was the establishment of a Family Centre in Seychelles. The proposed centre would provide support to families and contribute towards strengthening the family as a core foundation of society\, while placing greater emphasis on prevention and early intervention. The delegation also highlighted its work with families and communities\, including initiatives on Praslin and La Digue\, and expressed its willingness to work alongside the government in areas where the Church's experience and community presence could make a difference. President Herminie welcomed the proposed collaboration\, noting that the drug situation remains a serious concern and requires different sectors of society to work side by side. He stressed that efforts must continue to address demand reduction while ensuring that young people are given positive alternatives\, role models and a sense of hope for their future. "Tackling drug abuse can no longer be limited to simply telling young people not to use drugs. Greater attention must be placed on creating an environment in which young people can see opportunities ahead of them and have the support needed to make positive choices\," said the President. SUMMARY:President Attends Launch of SPTC’s First Electric Pilot Buses
DESCRIPTION:The launch was held this afternoon at the SPTC New Port Bus Depot in the presence of Vice President Mr Sebastien Pillay\, Minister for Transport\, Ports and Civil Aviation Ms Veronique Laporte\, accompanied by other Cabinet Ministers\, Chairperson of the SPTC Board Mr Andy Moncherry\, SPTC Chief Executive Officer Mr Jeffy Zialor\, and members of the SPTC staff. The first two electric pilot buses represent another step towards the Government’s commitment to promoting electric vehicles and gradually improving the quality\, comfort and sustainability of public transport. They offer a quieter\, cleaner operation and are equipped with modern features\, including air conditioning\, passenger information systems\, USB charging facilities\, CCTV cameras and Wi-Fi connectivity. In her remarks ahead of the introduction of the two buses\, Minister Laporte highlighted that their arrival marks the beginning of a wider project aimed at reducing dependence on imports\, lowering transport emissions and building a more efficient and environmentally responsible public transport system for Seychelles. “This promise also includes the need to ensure that the transformation of SPTC is about improving the everyday lives of our citizens\, including the affordability of public transport. The Government has already set out a progressive strategy to reduce the standard fare\, with the objective of bringing it down to six rupees by 2028. “Despite the many benefits\, we must recognise that moving to electric buses cannot simply be done by purchasing new buses. We must understand what works in Seychelles’ operating conditions\, including steep gradients\, narrow roads\, trucking challenges and\, more importantly\, electricity\, charging and power requirements\,” said Minister Laporte. The two buses form part of a pilot project that will operate on selected routes\, providing SPTC with an opportunity to test\, learn\, listen and make informed decisions on key matters\, including the final technical specifications for future electric buses. Concluding her remarks\, Minister Laporte noted that the two buses are part of a wider vision for the future of electric public transport in Seychelles\, with a long-term objective of introducing around 250 buses over the years and a Government commitment to having the first 100 electric buses in operation by 2028. The buses were funded under the Seychelles Government’s Development Grant to Public Enterprises\, with the project also involving technical and project support from PUC\, local and international consultants\, the Indian High Commission and Ashok Leyland India. The ceremony also included the presentation of tokens and certificates to the winners of the EV Bus Wrapping Competition\, held specifically for the two new buses. The competition provided an opportunity for creativity to become part of the identity of this new chapter in public transport. The competition was held in two categories: in the under-18 category\, the winner was Miss Kayla Geldenhuy\, while Mr Steven Gonzalves was awarded the prize in the above-18 category. At the end of the ceremony\, President Dr Patrick Herminie and invited guests had the opportunity to board one of the electric buses and take a brief tour near the SPTC depot. Technicians also provided an overview of the buses’ technical features and operations. DESCRIPTION:A three-day senior leadership and management training programme for senior executive officers in the public service was officially opened at Olympic House\, bringing together Principal Secretaries\, Chief Executive Officers\, Director Generals and other senior officials occupying key positions within government. The programme is funded by the Commonwealth and is designed to strengthen leadership and management capacity within the public service\, with a particular focus on effective decision-making\, good governance\, ethics and integrity\, strategic leadership and organisational performance. The opening ceremony was attended by Vice President Mr Sebastien Pillay\, members of the Cabinet of Ministers\, and Head of Public Sector Governance at the Commonwealth Secretariat\, United Kingdom\, Dr Roger Koranteng. Addressing participants\, Secretary of State for Cabinet Affairs and Head of the Civil Service\, Ms Margaret Moumou\, emphasised that leadership extends far beyond occupying a position of authority. “Leadership is not simply about occupying positions of authority. It is about setting direction\, creating trust\, empowering others\, and making difficult decisions with courage and integrity\,” she said. Ms Moumou noted that effective leaders must remain focused on the public interest while navigating change and uncertainty. She also highlighted the support mechanisms established by the Department of Administration to assist senior public officers in meeting the demands of leadership. “The Department of Administration has also created space for mentorship and coaching for all accounting officers. Please do make use of this facility to help you navigate the demands of leadership in this era of constant flux\,” she said. She explained that this mentorship and coaching programme provides a safe space for accounting officers to seek guidance and assistance\, particularly when dealing with complex decisions and challenges affecting their respective institutions. In his address\, Dr Roger Koranteng\, Head of Public Sector Governance at the Commonwealth Secretariat\, said that public sector leaders are operating in an increasingly complex environment\, where they must navigate multiple challenges\, manage competing priorities and deliver results that improve the lives of citizens. “In this rapidly changing public sector environment\, leaders are required to navigate increasingly complex challenges\, manage competing priorities\, and deliver results that improve the lives of citizens\,” Dr Koranteng said. He stressed that strong leadership is also essential to creating positive organisational cultures and ensuring the continuity of institutions. “Great leaders create positive organisational cultures. DESCRIPTION:In a solemn gathering to honour a life devoted to service\, President Dr Patrick Herminie joined family\, friends\, national leaders and members of the diplomatic community this afternoon in bidding a final farewell to Ambassador Dick Esparon\, who was laid to rest following a funeral service at the Cathedral of the Immaculate Conception in Victoria. Standing alongside the President in paying their last respects were First Lady Mrs Veronique Herminie\, Vice President Mr Sebastien Pillay and his wife Mrs Lena Pillay\, as well as former Presidents Mr Danny Faure and Mr Wavel Ramkalawan\, both accompanied by their wives. The ceremony featured a moving eulogy delivered by the President himself\, who described Ambassador Esparon as a dear friend a determined man who believed deeply in equality and opportunity\, and who gave so much of himself to his country and its people. Further tributes were shared by his brother\, Ambassador Silvestre Radegonde\, who described him as someone who loved life and was a backbone to the family caring and supportive to all and by his wife\, Vivienne\, whose words reflected on his character and the depth of his commitment to those he served. Prayers offered during the service further enriched the solemn tribute to his memory. Following the service\, Ambassador Esparon was laid to rest at the Mont Fleuri Cemetery\, surrounded by family\, friends\, and close ones who came together to bid him a final farewell. Also in attendance were members of the Cabinet of Ministers\, members of the National Assembly\, and numerous friends and family who came to honour his memory. He leaves behind his wife\, three adult children\, and three grandchildren. Ambassador Esparon's career of public service was marked by extraordinary breadth. He served three terms as a Member of the National Assembly\, representing his district of Pointe Larue with dedication and integrity. In the diplomatic arena\, he served with distinction as Ambassador Extraordinary and Plenipotentiary\, including as Seychelles' first resident High Commissioner to India and as Ambassador to the United Arab Emirates\, in addition to serving as Secretary of State for Poverty Alleviation. Most recently\, he served as Secretary General of United Seychelles\, guiding the party with a steady hand and unwavering commitment. Cabinet approved the Seychelles Petroleum Company Limited (SEYPEC) entering into a seven-year Fuel Supply Agreement with TotalEnergies Trading SA (TOTSA)\, incorporating a Payment Extension Facility. The agreement will secure the continued and reliable supply of petroleum products to Seychelles while strengthening SEYPEC’s liquidity and working capital and supporting the country’s energy security and financial resilience. Cabinet approved the ratification of Bilateral Air Services Agreements (BASAs) between Seychelles and 33 partner countries\, which will formally bring the agreements into force and enable their registration with the International Civil Aviation Organization (ICAO). The agreements provide the legal framework for international air services\, including airline operations\, routes\, frequencies\, safety and security\, and commercial arrangements. Ratification will strengthen Seychelles’ air connectivity\, support tourism and trade\, and provide greater opportunities for Air Seychelles through expanded route planning and commercial partnerships\, including codeshare arrangements. Cabinet approved the continued pursuit of a managed approach to air transport liberalisation\, rather than adopting a fully Open Skies policy at this stage. Seychelles will continue to regulate market access\, frequencies\, capacity entitlements and traffic rights through its Bilateral Air Services Agreements (BASAs)\, while Fifth Freedom traffic rights will continue to be considered and granted on a case-by-case basis. This approach will support enhanced air connectivity and tourism development while safeguarding national aviation interests\, including the long-term strategic role and viability of Air Seychelles. Cabinet approved the granting of Fifth Freedom Traffic Rights to Air Tanzania Company Limited (ATCL) on the Tanzania–Seychelles–Russia–Seychelles–Tanzania route\, subject to ATCL operating the Seychelles–Moscow sector on an all-year-round basis\, to enhance air connectivity between Seychelles and Russia while safeguarding the continuity and sustainability of existing services Cabinet approved the formal proclamation of the 58 roads on La Digue as official public roads under the Road Act Cap 205. The roads comprise 10 primary roads\, 2 secondary roads and 46 feeder roads\, and have been surveyed\, measured and named through the La Digue Road Naming Exercise. The proclamation will provide the roads with formal legal status\, strengthen road safety enforcement\, facilitate postal addressing and the delivery of emergency and other essential services\, and preserve the cultural and historical significance of La Digue’s road names. The Proclamation will start with 10 primary roads\, followed by the 2 secondary roads. Cabinet approved the proposed amendments to the Custody\, Management and Disposal of Seized\, Forfeited or Confiscated Properties Act\, 2021\, together with the framework for regulations governing the Asset Recovery Fund. The amendments will strengthen the Asset Management Unit’s ability to manage and dispose of seized and confiscated assets efficiently\, including through online auctions\, improve information-sharing and coordination with relevant authorities\, and establish clearer procedures for the administration and disbursement of recovered funds\, including victim restitution\, support to law enforcement and community projects Cabinet approved the detailed Action and Implementation Plan for the Seychelles National Action Plan on Women\, Peace and Security 2026–2031\, comprising 31 actions aimed at strengthening women’s participation in decision-making\, protection and prevention of violence\, economic resilience\, and gender-responsive crisis management\, relief and recovery. The decision also establishes the governance and accountability arrangements for implementation\, including the National WPS Steering Committee\, Technical Working Group and institutional focal points\, with agencies required to integrate assigned actions into their annual work plans and budgets. Cabinet approved the proposed amendments to the Anti-Money Laundering and Countering the Financing of Terrorism Act\, 2020\, to strengthen Seychelles’ AML/CFT framework\, align it with international standards and address gaps identified ahead of the country’s mutual evaluation. The amendments strengthen preventive\, supervisory and investigative measures and clarify AML/CFT obligations for virtual asset service providers. Cabinet approved the recognition of Bachelor of Laws degrees awarded by accredited universities in Malaysia and Cyprus\, including Taylor’s University\, subject to completion of the prescribed core law subjects\, as well as a process for adding other suitable universities and LLB programmes to the Schedule of recognised institutions based on accreditation\, academic standards and compatibility with Seychelles’ legal and professional requirements. Addressing the new homeowners in the presence of the First Lady Mrs Veronique Herminie\, Vice-President Mr Sebastien Pillay\, Cabinet Ministers\, elected member of the National Assembly for Anse Etoile\, Mr Georges Romain\, government officials within the Lands and Housing Department\, President Herminie said the occasion represented far more than the handing over of keys\, describing a home as a place where families can build their future\, raise their children and find security and comfort. President Herminie acknowledged that many Seychellois families are still awaiting similar opportunities\, stressing that housing developments such as Vilaz Merl remain important in responding to the needs and aspirations of the population. "For me\, development is about improving the lives of the people. It is not just about construction. It is about creating better places to live and giving people the opportunity to lead better lives\," the President said. He expressed his appreciation to all those involved in bringing the development to fruition\, including the teams responsible for housing\, the Seychelles Infrastructure Agency\, contractors\, technicians\, planners and the Anse Etoile District Authority. He also thanked residents of the surrounding community for their patience throughout the construction period and for welcoming the new development. The Vilaz Merl development comprises three residential blocks containing 24 units. Sixteen are three bedroom units spread across two blocks\, while the remaining eight are two bedroom units contained within a third block. The housing estate is also equipped with a playground\, providing a recreational space for children and families to share. The project is valued at SCR 23.2 million\, comprising SCR 16.2 million for the construction of the residential blocks and SCR 7 million for external works and supporting infrastructure. The development will also have its own localised sewage treatment plant\, which is being procured and installed by the Public Utilities Corporation (PUC). Following delays in procurement\, PUC has put in place a temporary sewerage solution pending the installation and commissioning of the permanent treatment plant. Construction of the project\, undertaken by Turnkey Solutions\, commenced in October 2023 and was completed in August 2026. Also addressing the gathering\, the elected Member of the National Assembly for Anse Etoile\, Honourable Georges Romain\, welcomed the completion of the development as an important addition to the district. He highlighted the significance of providing families with secure and suitable homes\, while welcoming the 24 new households into the wider Anse Etoile community. This year’s international theme\, proclaimed by the United Nations\, reminds us that despite the vastness of our world\, youth remain interconnected. This connection goes beyond technology and artificial intelligence\; it lies in their shared aspirations\, dreams\, and challenges. As a small island state\, our youth are naturally interconnected\, yet scattered across our three main islands. We must ensure that no one is left behind\, and that no young person goes unheard because of their geographical location. This is why cooperation and collaboration remain essential. Our youth need to work together and learn from one another\, finding common solutions to common problems. This shared reality calls us to act with greater solidarity and commitment\, for we cannot isolate the challenges faced by youth around the world. As we embrace the opportunities that new technologies and artificial intelligence bring to young people’s way of life\, we must also remain grounded in what makes us who we are. During the celebration of the 50th anniversary of our independence\, led largely by young people\, it was encouraging to witness that our values\, culture\, traditions\, and way of life remain in capable hands\, ready to be transmitted to the next generation. As young Seychellois\, you have a unique role to play. Our country may be small\, but our ambitions need not be. Your ideas can travel beyond our shores\, and your contribution can make a difference not only in your community but in the wider world. Your voice\, your ideas\, and your participation matter. I also call upon all Seychellois to join together in empowering our youth. Young people\, today we celebrate your creativity\, talent\, uniqueness\, energy\, and aspirations\, as well as the vital contribution you bring to our economy. Do not underestimate what you can achieve because of your age\, your background\, or the size of your island nation. Keep learning\, and know that your ability can make a difference in your community and in the world. I have seen your potential\, and I believe in your greatness. DESCRIPTION:President Dr Patrick Herminie today received two-time World Champion Samuel Fanny and his coach\, 8th Dan karate practitioner Mr Philip Moustache\, during a courtesy call at State House. The meeting provided an opportunity for the President to congratulate Mr Fanny on his recent achievement of finishing as second World Champion in Kyokushin Karate (Kata) held in Kazakhstan. President Herminie expressed pride in seeing the young Seychellois athlete represent the country on the international stage and fly the Seychelles flag high. President Herminie highlighted sport as an important avenue for nurturing discipline\, perseverance and determination among young people\, while creating opportunities for them to represent Seychelles internationally. “I am proud when I see young Seychellois pursuing sports. Through discipline and perseverance\, they can achieve great things and serve as an inspiration to others\,” the President said. During the meeting\, Mr Fanny's coach\, Mr Moustache\, also spoke about his long-standing commitment to Kyokushin Karate. This year marks 51 years since he began practising the sport\, having started his career at the age of 19. He said that perseverance\, discipline and determination have been key throughout his journey and have helped him reach where he is today. President Herminie encouraged Mr Fanny to continue pursuing his sporting ambitions and reaffirmed the Government's broader commitment to supporting the development of Seychellois athletes and creating opportunities for young people to excel through sport. Mr Fanny has been practising karate for the past four years. Speaking during an interview\, he said that he is preparing to participate in a local competition in September\, while also looking forward to future international competitions.
