A consortium of Texas community colleges led by the Alamo Colleges District also received a $10.4 million grant from the U.S. Department of Labor (DOL). The colleges will use the grant to strengthen industry-focused programs eligible for Workforce Pell. “Texas students now have federal aid for short-term job training at five community colleges,” said Governor Abbott. “Those colleges earned approval for programs that lead to high-demand jobs in health care, energy, construction, and the skilled trades. The DOL grant will expand those programs at other colleges so more Texans earn a credential and a bigger paycheck. I thank President Trump and his Administration for these investments.” These two developments put Texas at the forefront of efforts to strengthen the workforce and get students into strong, in-demand careers quickly and affordably. “We congratulate the Texas colleges that earned approval for this important new pipeline of federal student aid,” said Higher Education Commissioner Wynn Rosser. “Students and Texas employers will benefit as these programs produce employees qualified in a short period of time for high-demand jobs in health care, energy, construction and other fields.” “This investment is about opening more doors for Texans,” said Dr. Mike Flores, Alamo Colleges District Chancellor. “Across the Alamo Colleges District, our moonshot is to end poverty through education and training. We’re proud that Northwest Vista College will lead this statewide effort to help community colleges offer short-term training that leads to meaningful careers. Working alongside TACC, the Ray Marshall Center and our partners across Texas, we can help more students gain the skills they need to support their families and strengthen their communities.” The DOL grant to the Alamo Colleges District consortium will fund a four-year initiative for Texas community colleges to create and expand high-quality, short-term workforce programs eligible for Workforce Pell. It is expected to serve 22,000 students. The five Texas colleges approved by the ED for Workforce Pell student aid will offer nine short-term programs that lead to in-demand jobs, such as phlebotomy, machining, and HVAC technicians - roles that keep Texas’ economy booming. The Governor highlighted the $7.5 billion federal reimbursement he secured for Texas' border security costs, and recognized the officers who protect our state and the nation under Operation Lone Star. Texas has also applied for our share of the $3 billion in border reimbursement from the Department of Justice. “Republican members of the United States House and Senate from the State of Texas, they spearheaded the effort, at my request, to ensure that Texas would be reimbursed for the costs that we had to incur to save the United States of America,” said Governor Abbott. “I would like to thank them for their efforts.” Governor Abbott recognized the courage, sacrifice, and dedication of Texas law enforcement officers and their families. Each day, officers answer the call knowing that routine encounters can quickly become dangerous. During his remarks, Governor Abbott highlighted Texas’ support for law enforcement. He touted laws he signed that defund cities that defund the police and raise every human-trafficking offense to a first-degree felony. The Governor also noted the resources and support officers need to protect their communities and make it home to their families. The Governor was joined by Brooks County Sheriff Urbino “Benny” Martinez, National Border Patrol Council Vice President Hector Garza, and Houston Police Officers Union Executive Director Ray Hunt, along with law enforcement leaders from across Texas. As the manufacturing capital of the nation, Texas leads as the No. 1 exporting state for 24 consecutive years and remains the No. 1 exporter of high-tech goods and semiconductors. He also signed a proclamation declaring October 2-9 Manufacturing Week in Texas. “Texas ranks number one in the United States for the most new jobs and number one for the most economic opportunity,” said Governor Abbott. “We have to maintain that status by ensuring Texas can provide the skilled employees that our employers need. That is exactly what we’re trying to achieve with this Jobs Council, as business and labor come together around a shared mission to meet the high demand for skilled workers.” Governor Abbott created the Texas Jobs Council in March to develop legislative recommendations and actionable items that can be implemented through executive or agency authority. In June, the Governor directed four state agencies to act on the Council’s first set of recommendations. The Council has met for several months and today briefed the Governor on input they’ve gathered from Texans across the state on the development of these legislative recommendations. During his remarks, Governor Abbott highlighted Texas as the hottest state in America for business and labor opportunities and its standing as the number one state for new jobs, business expansion, and business climate. He touted the demand for high-skilled labor like electricians, pipe fitters, welders, plumbers, and truckers. The Governor also noted the Council’s early recommendations to open clearer pathways into high-demand jobs, give Texas students earlier exposure to career training, and strengthen workforce readiness. These and other recommendations will be part of the Council’s final report ahead of the 90th Texas legislative session. The shipyard, which will build both autonomous and manned ships, represents a private capital investment of more than $3 billion to create a stronger U.S.-built commercial and defense fleet. This development will ensure national security, economic prosperity, and freedom on the seas. [{"title": "Governor Abbott Holds Severe Weather Briefing, Activates Additional State Emergency Response Resources", "time": null, "end_time": null, "summary": "Governor Abbott Holds Severe Weather Briefing, Activates Additional State Emergency Response Resources Governor Greg Abbott today held a severe weather briefing and press conference at the Texas State Emergency Operations Center (SOC) to provide an update on the state’s preparations for increased heavy rainfall and flooding threats expected to impact large portions of Texas over the next several days. Governor Abbott also directed the Texas Division of Emergency Management (TDEM) to activate additional state emergency response resources. The SOC will begin 24/7 operations effective 7 AM Tuesday September 28. “I have activated additional state emergency response resources ahead of heavy rainfall and flash flooding,” said Governor Abbott. “State resources are available to support local officials. Texans should monitor local forecasts, avoid flooded roadways, and heed guidance from state and local officials. Remember: Turn Around, Don’t Drown.” According to the National Weather Service, tropical moisture from Hurricane Polo combined with an approaching low-pressure system will bring widespread chances for heavy rainfall and thunderstorms, beginning in Far West Texas later today and expanding across the majority of the state by midweek. The primary hazards associated with these storms are excessive rainfall and flash flooding. Texans are urged never to drive or walk through flooded roadways, as floodwaters may be deeper and move more rapidly than they appear. The Governor was joined by TDEM Chief Nim Kidd, Texas Department of Transportation Deputy Executive Director for Planning and Administration Brandye Hendrickson, Texas Military Department Adjutant General Thomas M. Suelzer, Texas Department of Public Safety Director Colonel Freeman Martin, and Texas Game Wardens Colonel Ron VanderRoest. At the direction of Governor Abbott, more than 1,900 state responders and over 1,500 pieces of equipment have been made available to support local severe weather and flood response operations including: Texas A&M Engineering Extension Service (Texas A&M Task Force 1): Swiftwater Rescue Boat Squads, high profile vehicles to assist with flood rescue Texas Division of Emergency Management: The State of Texas Incident Management Team, All Hazards Group responders, and regional personnel to support deployed emergency response resources across the state Texas Department of Transportation: Personnel monitoring road conditions Texas National Guard: Personnel and high-profile vehicles to assist stranded motorists; Blackhawk helicopters to assist with flood rescues Texas Parks and Wildlife Department: Game Wardens, rescue boat teams, and helicopters with hoist capability to assist with water rescues Texas Department of Public Safety: Texas Highway Patrol Troopers, helicopters with hoist capability, and the Tactical Marine Unit Texas Department of State Health Services (Texas Emergency Medical Task Force): Severe Weather Support Packages with medics, ambulances, and all-terrain vehicles Texas A&M Forest Service (Texas Intrastate Fire Mutual Aid System): All Hazards Strike Teams to support local responders Texas A&M AgriLife Extension Service: Disaster Assessment and Recovery Agents and County Extension Agents to support agricultural and livestock needs Public Utility Commission of Texas: Power-outage monitoring and coordination with utility providers Railroad Commission of Texas: Monitoring of the state’s natural-gas supply and communication with the oil and gas industry Texas Commission on Environmental Quality: Air, water, and wastewater monitoring Additionally, East Texas faces increased wildfire danger, and South Texas will experience extreme heat conditions. Last week, Governor Abbott directed TDEM to activate state emergency response resources ahead of potential impacts from severe weather and flash flooding. Texans should prepare for severe weather by assembling an emergency supply kit, following instructions issued by local officials, and reviewing family communication plans.
