An overseas flag requires evidence of a physical appearance in a country other than the office's home country. It is a dated historical observation, not real-time location tracking.
Physical venue evidence
Topic country tags remain subject countries. They never become physical locations. A telephone or video call does not place a participant in the counterpart's country. Unknown venues remain unknown, and an office's home city is not a fallback for current whereabouts.
Inspect before reporting
Check the occurrence date, actor attribution, location evidence and linked source. Travel records describe supported appearances only; an absent trip does not prove no travel occurred. The coverage dashboard documents collection gaps.
