"Protecting Missouri's most vulnerable children is one of our highest responsibilities, and the people doing this work deserve clear, consistent standards across every agency, courtroom, and community," said Governor Kehoe . "Director Bax and Director Smith are leading difficult, necessary work to strengthen the Children's Division. This order builds on their progress by bringing the entire child welfare system together around one shared definition of safety and one expectation of accountability." Given the importance and complexity of Missouri’s child welfare system, the Task Force brings together representatives from the Department of Social Services (DSS) Children’s Division (CD), courts and juvenile offices, law enforcement, the General Assembly, private providers, attorneys, advocates, and child welfare experts—each with a critical role in protecting children. Building on the transformative policy work already developed by DSS-CD, the order directs the Task Force to establish a common framework grounded in objective assessments of safety threats, child vulnerability, and parental or caretaker protective capacity. A shared understanding of child safety will strengthen coordination and promote more consistent decision-making across jurisdictions. "The decisions made throughout the child welfare system are life-altering, and the standard guiding them should not depend on a child's county, circuit, or provider," said Jess Bax, DSS Director . "Director Smith and her team are doing the hard work of strengthening practices and improving consistency despite longstanding workforce challenges. This task force gives Missouri a path to turn that work into a sustainable, systemwide standard so every partner works from the same understanding of safety." The Child Welfare Safety Task Force is charged with: Developing a foundational safety definition and standards with clear criteria for determining when a child is safe or unsafe; Reviewing laws, regulations, CD policies, and court rules to identify gaps and recommend alignment; Recommending protocols to integrate the policy into daily child welfare practice; Developing cross-disciplinary training for caseworkers, supervisors, attorneys, juvenile officers, judges, law enforcement, and other partners; and Establishing common quality assurance measures and metrics to monitor statewide consistency. The Task Force will submit recommendations, including definitions and protocols, to the Governor, the President Pro Tempore of the Senate, the Speaker of the House of Representatives, and the Chief Justice of the Supreme Court of Missouri by November 15, 2026, in advance of the convening of the 104th Missouri General Assembly. Michael Gott, of Springfield, was appointed to the Air Conservation Commission. Mr. Gott was previously a plumber by trade before becoming a business manager for Local Union 178. He is currently a member of both the Springfield Building Trades and the Mink Pipe Trades. He holds medical gas, backflow prevention, and LP gas (Liquid Petroleum Gas/Propane) certifications. Gott is a graduate of Hillcrest High School. James Sterling, of Rolla, was appointed to the Missouri Technology Corporation. Mr. Sterling was previously a professor at the Keck Graduate Institute in Claremont, California, before accepting the role of vice provost and founding dean of Kummer College at the Missouri University of Science and Technology. He is the past president and a fellow of the Society for Laboratory Automation and Screening. "His deep understanding of the state budget has provided valuable guidance to state leaders and decision makers throughout the ups and downs of Missouri's budget landscape. Haug started with the state as an economist forecasting tax revenue for the Office of Administration's Division of Budget and Planning in 1995. In 2002, he joined the Senate Appropriations staff and served as director from 2005 to 2013. He then became the director of administration for the Department of Mental Health in 2013 before Governor Nixon named him budget director in 2015. Haug is the longest serving budget director, having served in the position under 4 Governors over 11 years. “It has been an honor serving alongside Governor Kehoe and all previous Governors as budget director," said Haug . "I am very grateful to have had the opportunity to help these administrations craft state budgets that improved the lives of Missourians in countless ways. I want to thank the amazing team at Budget and Planning for all of their excellent work and service to the state.” Upon Haug’s retirement, Missouri Department of Corrections (DOC) Director Trevor Foley will serve as budget director. Foley began his career with state government at the Missouri Department of Corrections as a budget analyst in January 2000 and was promoted to budget analyst III by May 2001. In August 2007, he accepted a position with the Missouri State Senate as an appropriations analyst. He was promoted to assistant director of the Senate Appropriations Staff Office in July 2015. Foley returned to the Department of Corrections as the director of budget and finance in August 2018 and was appointed as DOC director in December 2023. “I am grateful to Governor Kehoe for the opportunity to step into this critical role and continue my service to the state of Missouri,” said Foley . “I look forward to putting the Governor's vision for growth and commitment to fiscal discipline into action. Dr. Elizabeth Bowman , of Farmington, was appointed to the Drug Utilization Review Board . Dr. Bowman is a family medicine and addiction medicine physician at Missouri Highland Health Center. She is very involved in the medical community, holding memberships in the Missouri and American Colleges of Osteopathic Family Physicians and the American Osteopathic Association. Bowman attended the University of Missouri, where she earned bachelor’s degrees in biology and psychology, before attending the University of Pikeville-Kentucky College of Osteopathic Medicine, where she earned a Doctor of Osteopathic Medicine. Kyle Brane , of Kansas City, was appointed to the Missouri Board for Respiratory Care . Mr. Brane has worked in health care for several years and currently serves as the director of respiratory therapy at University Health Lakewood Medical Center. He is a member of the National Board for Respiratory Care and the American Association for Respiratory Care. Brane received an associate degree in respiratory therapy and a bachelor’s degree in health care administration – respiratory care from Concorde Career College. He also holds a Respiratory Care Practitioner license. Angela Collins , of Sikeston, was appointed to the Board of Therapeutic Massage . Ms. Collins has worked as a self-employed, licensed massage therapist for many years. She is a member of the National Certification Board for Therapeutic Massage and Bodywork and is also a Missouri State Certified Massage Therapy Mentor. Collins is a graduate of Dexter High School. Jessica Deadmond , of Troy, was appointed to the Missouri Workforce Development Board . Ms. Deadmond is president of JD Development Services, doing business as G&P Concrete. She is active in her community and the concrete industry, with memberships in the Troy Area and Western St. Charles County Chambers of Commerce, Rotary International, the St. Louis Home Builders Association, the American Society of Concrete Contractors, and the American Concrete Institute. Trump has approved Missouri's request for a major disaster declaration for 34 Missouri counties heavily impacted by dangerous flash flooding, tornadoes, and intense straight-line winds from June 4-18, 2026. “We thank President Trump for approving Missouri’s major disaster declaration for communities across the state – northwest, northeast, central, southwest and southeast Missouri – and greatly appreciate our congressional delegation’s support in securing this federal assistance in response to the June 4-18 storms, which will continue to support recovery efforts already underway,” Governor Kehoe said.
