DESCRIPTION:PRESS RELEASE Under the conditions of the lowest Danube River flow recorded in recent history\, the National Committee for Emergency Situations (CNSU) approved yesterday\, August 21\, 2026\, a new decision comprising several emergency measures and interventions to ensure the water flow required for the continued cooling of the Cernavodă Nuclear Power Plant (NPP). Emergency dredging works on the Danube riverbed will continue\, carried out by the Lower Danube River Administration in cooperation with the National Administration - Apele Romane\, in the Cernavodă area. Also in the Cernavodă area\, on the Old Danube\, - Apele Romane will construct a spur dike designed to divert part of the water flow toward the Danube - Black Sea Canal and\, consequently\, toward the area supplying water to the cooling systems of the Cernavodă NPP. The works will be supported by specialists from the Ministry of National Defence (MApN)\, who will carry out topobathymetric and geodetic surveys\, as well as by military divers for underwater works. To supplement the Danube's flow\, the Ministry of Energy and Hidroelectrica will begin today\, August 22\, 2026\, releasing water from reservoirs on the Olt River at an additional average daily rate of 50 cubic metres per second (m³/s) for five days. This additional volume of water will also be used to generate additional electricity. Water from the Danube - Black Sea Canal will serve as an operational reserve\, and the Canal Administration\, at the request of the Cernavodă NPP\, will ensure the release of a volume of water toward the plant's water intake. In the area\, the Department for Emergency Situations will deploy high-capacity pumps provided by several institutions\, with the aim of maintaining\, if necessary\, the water level required for the operation of the Cernavodă NPP. DESCRIPTION:PRESS RELEASE Three operational working meetings were held at the Government earlier today to ensure the balance of the national electricity system and the smooth functioning of the fuel market. The flow rate of the Danube in the area of the Cernavodă Nuclear Power Plant was the subject of one of the operational meetings. The Danube water level is currently stable at the intake supplying cooling water to the reactors\, creating the possibility for Reactor 2 to remain operational for several days longer than initially estimated. The other works aimed at securing an additional water flow for the Cernavodă Nuclear Power Plant are also well underway: dredging equipment is operating around the clock\, 24/7\, and barges loaded with rock could be sunk and positioned along the riverbed in the coming days. During the meeting\, the National Energy Dispatch Centre reported that last night national electricity consumption was estimated at nearly 7\,500 MW. However\, between 8:00 p.m. and 10:00 p.m.\, actual consumption was lower and remained relatively constant\, between 7\,200 and 7\,250 MW. Our solidarity is extremely important\, and this was evident last evening. Prime Minister Ilie Bolojan thanks everyone who understood that every small gesture matters in situations like these. The second meeting was held with fuel suppliers and carriers in Romania. An analysis of the nationwide situation shows that the supply disruption of recent weeks is nearing resolution\, and no fuel availability problems are expected for the population\, the agricultural sector or transport operators. Government officials will continue their meetings with representatives of fuel suppliers and carriers. The third meeting was held with Romania's main electricity distribution operators\, Transelectrica and ANRE\, to discuss the measures needed to maintain the balance of the national energy system. The suppliers raised the issue of the need for liquidity in the coming period\, through the payment of outstanding amounts owed to them under the consumer price compensation scheme\, as well as the need to install smart meters for consumers\, so that commercial offers can also take into account significant price differences during certain periods of the day. DESCRIPTION:PRESS RELEASE The Government has taken measures to keep Unit 2 of the Cernavodă Nuclear Power Plant operational and to increase both domestic electricity generation and electricity imports\, as the Danube River has fallen to historically low levels. At the same time\, Nuclearelectrica has already notified its contractual partners of the possible occurrence of a force majeure event. - This is a situation affecting all neighbouring countries\, which makes it even more challenging because demand for imported electricity is equally high. Nevertheless\, I hope that we will be able to keep the national power system operational and\, through the measures we are taking\, ensure its normal functioning\, Prime Minister Ilie Bolojan stated. Funds to keep Unit 2 at Cernavodă operational In an extraordinary meeting\, the Government approved a Decision to provide emergency funding for a temporary intervention to redistribute water flows at the Bala - Old Danube bifurcation through the phased installation of metal barges. This intervention will ensure the water flow required for the safe operation of Unit 2 of the Cernavodă Nuclear Power Plant. The shutdown of Unit 2 would have serious consequences for the National Power System and\, consequently\, for the security of electricity supply to citizens and the economy\, given that the unit generates approximately 10% of Romania's national electricity consumption. To carry out the intervention\, the Government allocated 7 million lei from the Government Reserve Fund. This amount will supplement the budget of the Ministry of Transport and Infrastructure to finance all activities required for preparing and implementing the water-flow redistribution at the Bala - Old Danube bifurcation. These include the procurement\, rental\, mobilization\, transport and deployment of equipment\, materials and technical resources\, the execution of works and measurements established under the adopted technical solution\, as well as monitoring\, signaling\, surveying\, recovery and demobilization operations. Nationwide state of alert to effectively manage the situation Today\, 31 July 2026\, the National Committee for Emergency Situations (CNSU)\, convened by Prime Minister Ilie Bolojan\, approved a CNSU Resolution declaring a nationwide state of alert for a period of 30 days to manage the effects of reduced electricity generation. Under the CNSU Resolution\, the Ministry of Energy\, the Ministry of Environment\, Waters and Forests\, the Ministry of Transport and Infrastructure\, and the Ministry of National Defence will assess the operational situation and identify the measures required to increase the water level in the retention basin supplying Reactor Unit 2\, thereby enabling the continued operation of the Cernavodă Nuclear Power Plant. Transelectrica will implement the measures necessary to ensure the secure operation of the National Power System\, including increasing generation from all available sources\, securing electricity imports\, or reducing consumption where necessary. The National Energy Regulatory Authority (ANRE) and Transelectrica are also accelerating procedures to bring into operation all electricity generation capacities that are in advanced stages of the permitting process. Emergency Energy Support from Ukraine Also today\, Prime Minister Ilie Bolojan held a telephone conversation with Ukraine's Deputy Prime Minister\, Denys Shmyhal\, who also holds the energy portfolio\, regarding the supply of electricity to Romania in the coming period. In this respect\, Transelectrica and Nuclearelectrica will hold discussions on emergency electricity assistance from Ukraine during the evening peak hours. Decisions to increase power generation A series of working meetings held today resulted in the following decisions: All electricity generation facilities have been instructed to operate at maximum capacity\, including gas-fired cogeneration plants and coal-fired power plants\; Hydropower plants will primarily operate during the evening hours\, ensuring maximum contribution from hydropower sector whenever electricity deficits occur\; ANRE and Transelectrica have authorized\, and will continue to authorize over the coming days under emergency procedures\, all completed generation facilities currently awaiting operating licences so they can begin commercial operation immediately. These include photovoltaic\, wind and energy storage projects. More than 400 MW have already been authorised these days\, one-third of which consists of energy storage capacity\, enabling these facilities to contribute to addressing the current situation. Our objective is for the Republic of Moldova to sign the Treaty of Accession by the end of 2028 and to be ready to become a Member State of the European Union by 2030. Deadlines require greater discipline\, prioritization\, and continuous assessment of progress. In the field of infrastructure\, they also addressed the Ungheni Bridge and its connection to the A8 Motorway\, as well as port and railway interconnection projects\, including the Fălciu - Cantemir railway line. The two leaders also analyzed the situation arising from the current energy and fuel crisis and the solutions to protect citizens and the economy. The visit marks the resumption\, after two decades\, of political dialogue at the highest level between the two countries. Deepening bilateral economic cooperation is the main objective of the Indian officials visit to Romania\, alongside strengthening people-to-people ties through increased cultural\, academic\, sporting\, research and innovation exchanges. In this regard\, the decision to designate 2028 as the Romania-India Year of Innovation\, as well as the signing of documents aimed at boosting cooperation in these areas\, were welcomed by the Head of the Romanian Executive at the beginning of his meeting with the senior Indian official. The discussions at Victoria Palace focused on economic and trade cooperation\, the foundation of Romanian-Indian bilateral relations. On this occasion\, Prime Minister Ilie Bolojan welcomed the establishment of the shared objective of doubling bilateral trade volumes in the coming years\, particularly by capitalising on the EU-India Free Trade Agreement once it enters into force in 2027. In this context\, diversifying economic cooperation represents a priority in key sectors such as renewable energy\, information and communications technology\, manufacturing\, the pharmaceutical industry\, and maritime and air connectivity. The document establishes the framework for the exchange of information regarding the Djerdap 3 pumped-storage hydropower project and for assessing its potential impact and benefits. The Head of the Executive mentioned that Romania wants a closer energy cooperation with Serbia\, highlighting the two countries good neighborly relations\, shared infrastructure\, common interests\, and the similar challenges they face. Romania and Serbia have a long history of cooperation in the energy sector. Iron Gates I and II are joint projects that have been operating successfully for decades and remain of great importance to both countries. Today\, we are opening discussions on a possible new project. For Romania\, it is essential that its development is compatible with the operation and electricity generation of Iron Gates I and II\, ensures the protection of riverside areas in Romania and Bulgaria\, and takes into account navigation on the Danube\, Prime Minister Ilie Bolojan stated. Prime Minister Ilie Bolojan also pointed out that\, at a time when energy is increasingly linked to security and economic competitiveness\, the importance of grid stability and the more efficient use of the energy produced has become more evident than ever. Serbias Minister of Mining and Energy\, Ms. Dubravka Đedović Handanović\, stated that the Djerdap 3 pumped-storage hydropower plant is currently Serbias largest energy project under development. It will provide significant benefits\, including substantial electricity storage capacity\, enhanced power system balancing capabilities\, greater integration of cleaner energy sources\, and improved stability of the national electricity grid. I am convinced that the document signed today represents an important step forward in continuing a partnership that has lasted for more than six decades and has been one of the main pillars of electricity supply security for the citizens and economies of both countries. This has been achieved primarily through the joint use of the Danubes hydropower potential and our shared hydropower plants. It is an honor to greet you today and to be here on the occasion of France's National Day. This year\, we have an additional reason to celebrate the relationship between our two countries\, as we mark the 100th anniversary of the signing of the Franco-Romanian Treaty of Friendship. Yet the relationship between Romania and France goes back much further\, and French support played a significant role in laying the foundations of the modern Romanian state. A large part of the generation that built modern Romania was educated in France. Many young Romanians studied in Paris and returned home\, bringing with them new ideas\, models of governance\, and a vision of what a modern state should look like. French influence is still visible today in our culture\, our education system\, and our institutions. We relied on France's support during the First World War\, when the French Military Mission\, led by General Berthelot\, contributed to the reorganization of the Romanian Army. Today\, once again\, French soldiers are present in Romania\, as France leads NATO's Multinational Battlegroup and maintains a significant military contingent and equipment in our country. I would like to thank the French servicemen who\, together with their NATO allies\, contribute to the security of our country and our region. I also extend my greetings and gratitude to those who are with us here today. For our part\, we strive to be there whenever our partners need us. At this very moment\, 80 Romanian firefighters are in France\, working alongside their French colleagues to prevent and combat wildfires. Our relationship is also of great economic importance. France is one of Romania's leading investors\, with investments exceeding 12 billion euros and more than 11\,000 French companies registered in our country. I would like to thank them for the investments they have made in Romania and also acknowledge the efforts of the French-Romanian Chamber of Commerce in promoting economic ties between our two countries. There are factories producing in Romania\, creating jobs and helping Romanian suppliers grow alongside major international companies. French companies are present across key sectors\, including the automotive industry\, energy\, agriculture\, defense\, banking\, healthcare\, and digitalization. We would like to see even more French investment in Romania\, particularly in sectors where we can build long-term partnerships: energy\, the defense industry\, technology\, and high value-added manufacturing. The relationship between Romania and France is also about the people who live and work in our two countries. We have a large Romanian community in France\, including students\, doctors\, researchers\, construction workers\, and professionals in many other fields. I am here to say\, with great respect\, that for 250 years\, this great nation has exercised a profound influence on the world through the strength of its economy\, its capacity for innovation\, and the power of its armed forces. We need only think of the saving of Europe\, the fall of communism. It is therefore fitting that we thank the United States for these 250 years and for the tremendous global impact it has had\, including on Romania. I am also here to say that beyond these achievements\, the most important aspects that have inspired us are the values we associate with the American flag when it appears on the horizon. Individual freedoms\, democracy\, and equal opportunity are extraordinary values that have inspired us in the past and continue to inspire us today. I am here to express our gratitude. First and foremost\, we should thank the United States and its servicemen that\, by being present in Romania and serving as the backbone of NATO in the difficult security environment of our region\, alongside our own military personnel and those of our NATO allies\, they make a significant contribution to Romania's security and to the safety of our citizens. It is also appropriate to thank the American companies that have invested in Romania\, creating jobs\, transferring technology\, and generating opportunities. DESCRIPTION:Romania and the United States hold dialogue to review the Child Protection Compact Government officials and representatives of civil society organizations from Romania and the United States analyzed today at Victoria Palace in the annual dialogue meeting to review the progress and challenges related to the implementation of the Child Protection Compact (CPC) between Romania and the United States. This strategic five-year program is funded by the U.S. Department of State with approximately USD 12 million and aims to support the Romanian Government in combating child trafficking through an integrated approach focused on prevention\, victim protection\, and strengthening the capacities of law enforcement and judicial institutions. - Child trafficking\, abuse\, and online sexual exploitation of children are among the most serious crimes because they happen to people who cannot defend themselves\, and\, most often\, they happen in silence. The Child Protection Compact between Romania and the United States exists precisely to address these challenges. Its objective is multifaceted: prevention\, protection\, prosecution\, and cooperation — and its most visible result will be the National Center within the Romanian Police\, which transforms reports\, including those received from the United States\, into criminal cases\, arrests\, and children saved. I thank the United States of America and the people who work day after day for this program! Through the Child Protection Compact\, we are committed to supporting frontline professionals\, expanding trauma-informed services for children and strengthening coordination between local communities and national institutions to build sustainable child protection and justice services and systems that can respond more effectively to trafficking risks long after the project ends\, stated Mihaela Nabăr\, Executive Director of World Vision Romania. The event hosted at Victoria Palace brought together representatives of the Romanian Government\, public authorities involved in combating human trafficking\, representatives of the U.S. Embassy in Bucharest and the Office to Monitor and Combat Trafficking in Persons within the U.S. Department of State\, as well as the two consortium partners—International Justice Mission and World Vision—involved in implementing the Romania - United States Child Protection Compact agreement. Through the Child Protection Compact\, Romania has demonstrated a strong commitment to combating child trafficking\, including through the establishment of the National Center for Combating Online Child Sexual Abuse and Exploitation within the General Inspectorate of the Romanian Police. During the annual dialogue held at Victoria Palace\, participants reviewed key milestones\, including ongoing legislative and institutional reforms. Discussions emphasized the importance of coordinated institutional action to address child trafficking\, including online exploitation. Participants also highlighted the recent success of the Joint Special Committee of the Chamber of Deputies and the Senate for Combating Human Trafficking in adopting transformative legislation to modernize the Criminal Procedure Code\, strengthen child protection\, and improve the efficiency of judicial proceedings. Once adopted\, these reforms will shorten criminal proceedings\, enhance victim protection measures\, and align legal frameworks with contemporary forms of exploitation. The project's expected outcomes include strengthening a coherent and sustainable institutional response to child trafficking\, particularly online child sexual exploitation. To this end\, the program seeks to align national legislation with relevant international standards and directives\, develop the infrastructure needed to prevent and combat trafficking\, and institutionalize specialized training programs for child protection and justice professionals. Additional Information The Child Protection Compact program was signed by the Governments of Romania and the United States on 16 September 2024. Romania was the first European partner selected by the United States for a partnership dedicated to combating child trafficking\, to be implemented during 2025 - 2029. The Romanian Government's determination and commitment to such a partnership were key factors in securing a favorable decision for Romania. The U.S. Government initially allocated up to USD 10 million to support Romania's anti-trafficking system under this partnership\; the amount was subsequently increased to approximately USD 12 million. DESCRIPTION:On June 5\, 2026\, at approximately 6:20 a.m.\, the Romanian Coast Guard was notified by the Romanian Agency for Saving Human Life at Sea (ARSVOM) that a floating object\, believed to be a drone\, had been spotted at Berth 78 in the Port of Constanța. The Ministry of National Defence (MApN) and the Romanian Intelligence Service (SRI) were immediately informed. The Romanian Naval Authority was contacted to impose navigation restrictions in the Port of Constanța\, while the National Company Maritime Ports Administration Constanța implemented port security measures. A Coast Guard team from the Constanța Vessel Group was dispatched to secure the area and establish a safety perimeter pending the arrival of specialized units. Immediately after the identification of the drone\, the Ministry of National Defence contacted its Ukrainian counterparts\, who confirmed that they had lost operational control of four drones. The remaining three drones subsequently self-destructed—two offshore and one outside the port area. These events were confirmed both by the Ukrainian authorities and through information gathered by Romanian authorities. Romanian authorities have requested that Ukrainian authorities immediately notify the Romanian side in any similar incidents that could pose risks to Romania. The Ministers of Defence and Internal Affairs have requested a video conference with their Ukrainian counterparts. Timeline of events Immediately after the report was received\, specialized teams from the Ministry of National Defence\, the Romanian Intelligence Service and the Border Police were deployed to the scene. At approximately 10:25 a.m.\, a self-destruction signal was detected. Emergency measures were taken to evacuate personnel involved in the operation\, close off the affected area within the port and establish a one-kilometre safety zone. 10:28 a.m. - The drone exploded after entering self-destruct mode. The explosion was not controlled. 10:29 a.m. - The Red Intervention Plan was activated for the Municipality of Constanța. DESCRIPTION:PRESS RELEASE Prime Minister Ilie Bolojan attended today\, together with Vice Prime Minister and Minister of Internal Affairs Cătălin Predoiu and Minister of Finance Alexandru Nazare\, a videoconference with prefects focused on the analysis of approximately 5\,300 contracts funded through the National Recovery and Resilience Plan (PNRR)\, currently being implemented by local authorities. The meeting also analyzed the status of the reforms required to meet the targets and milestones assumed under the PNRR in the field of internal affairs. During the videoconference\, Prime Minister Bolojan asked prefects to mobilize as urgently as possible and become actively involved in ensuring the proper implementation of projects carried out by local authorities\, particularly in the areas of development\, environment\, and education\, financed through the grant component\, so that they can be completed by the end of August and Romania does not lose the allocated funds. At the same time\, the possibility of transferring projects that cannot be completed on time to the loan component was also analyzed. The Prime Minister highlighted the need for prefects to organize urgent meetings with local authorities to centralize data regarding the actual status of the projects. Following the discussions\, it was agreed that town halls should submit complete and verifiable information regarding the implementation status of projects\, the date works began\, estimated completion deadlines\, reimbursed amounts\, construction schedules assumed by contractors\, and on-site photographs. The collection of this data will be done based on a standardized form\, with a submission deadline of Tuesday\, May 26\, at 3:00 p.m. Technical discussions will continue on Wednesday and Thursday in preparation for the next round of negotiations with representatives of the European Commission. The data reported according to the actual situation on the ground may subsequently be verified by the European Commission. The videoconference also established the need to accelerate the verification of payment requests so that eligible projects at an advanced stage can be reimbursed in a timely manner. The videoconference further analyzed the progress made toward fulfilling the milestones and targets assumed under the PNRR\, including the legislative measures necessary to continue their implementation. This concerns nine draft laws\, with a cumulative value of approximately EUR 7.5 billion\, which are to be submitted to Parliament by the end of the week. The participants analyzed investment projects in the fields of education\, healthcare\, public works\, energy\, economy\, and digitalization\, as well as reforms related to decarbonization\, reducing delays in railway transport\, and the public sector wage system. A special situation concerns the Ministry of Health\, as several pending Government Decisions need to be urgently adopted in order to ensure the necessary payments\, an essential factor for continuing the works so that the hospitals financed through the PNRR can be completed by the end of August\, in line with the agreed deadline. Prime Minister Ilie Bolojan asked all coordinators of investments and reforms to assess their funding needs from the state budget\, complementary to PNRR financing\, and to submit the data to the Ministry of Finance. Based on this information\, the Ministry of Finance will ensure the necessary budgetary resources to maintain the payment flow for PNRR projects. At the same time\, ministries will implement organizational adjustments to ensure the human resources needed for verifying payment requests\, and\, where necessary\, ministries facing delays will receive support from the Ministry of Investments and European Projects. Furthermore\, during today's working meeting\, the ministries coordinated their information and prepared for the negotiations that will take place in Brussels on May 22 with representatives of the European Commission. The topic concerns the final version of the National Recovery and Resilience Plan (PNRR)\, and the objective of the Romanian Government is to fully utilize the funds available for investment projects\, both the non-repayable grants and the loan component. Following the approval last week of payment request number 4\, worth EUR 2.62 billion\, the implementation rate of the PNRR has exceeded 60%. DESCRIPTION:PRESS RELEASE Prime Minister Ilie Bolojan met today at Victoria Palace with the President of the European Court of Human Rights (ECHR)\, Mattias Guyomar\, who is on a visit to Bucharest. Romania's judge at the ECHR\, Sebastian Rădulețu\, also attended the meeting. The discussions focused on the essential role of the European Court of Human Rights in protecting human rights and fundamental freedoms\, as well as in strengthening the rule of law and democracy. In this context\, the importance of judicial dialogue at the European level and of the mechanisms provided by the European Convention on Human Rights was underlined\, as they contribute to strengthening cooperation between the Strasbourg Court and national authorities\, in the spirit of the principle of subsidiarity. The situation regarding the cases against Romania\, which have significantly decreased\, was also discussed. - Thank you for your visit to Romania and for the Court's constant support for our country over the years. Your institution enjoys an esteemed reputation and public trust in Romania\, Prime Minister Bolojan stated. During the meeting\, the Prime Minister confirmed the Romanian Government's commitment to observing European standards in the field of human rights and implementing ECHR judgments. In this context\, Prime Minister Ilie Bolojan highlighted Romania's progress in implementing ECHR rulings\, as well as improvements to the legislative and institutional framework\, a process that has contributed to reducing the number of applications submitted to the Court by Romanian citizens. A large proportion of these cases concerned detention conditions in the penitentiary system and property restitution in Romania. For his part\, President Mattias Guyomar welcomed Romania's progress in managing the cases pending before the Court\, emphasizing that in recent years there has been a significant decrease in the number of cases\, by approximately 35%. These results were made possible also due to the cooperation and efforts of the national authorities. He also recalled that last year\, Romania was among the states with the highest rate of execution of ECHR judgments. The President of the ECHR also expressed appreciation for Romania's constant support for the European Convention on Human Rights system and for judicial independence\, welcoming the institutional dialogue and the openness of the Romanian authorities in promoting democratic values and fundamental rights. He emphasized the role of the European Court of Human Rights as a key benchmark in protecting fundamental rights and strengthening European democracy\, emphasizing the importance of cooperation between European institutions and national authorities.
